Strategic Sector Cooperation Project between Denmark and Türkiye

Denmark and Türkiye have been working together on efficient and low carbon heating & cooling, since 2017, and energy modelling since 2023 within the framework of Strategic Sector Cooperation (SSC) to support the green transition of the Turkish energy sector. There was also an efficient cooperation focusing on offshore wind between 2017 and 2019 to assist and support the Turkish government in preparing a roadmap for transitioning to offshore wind in energy production.

The project partners of the SSC project are the Danish Energy Agency under the Danish Ministry of Climate, Energy, Utilities and the Department of Energy Efficiency and Environment under the Turkish Ministry of Energy and Natural Resources.

The main objective of SSC on efficient and low carbon heating & cooling is to improve the regulatory framework, assessment procedures, and the district heating & cooling sector in Türkiye. In this sector, SSC consists of three phases (2017-2019; 2020-2022; 2023-2026), with each having different focuses ranging from district heating & cooling mapping to assistance in drafting selected secondary regulation related to the Heat Market Law.

The main objective of SSC on energy planning & modelling is to support the development of energy systems with the least cost and carbon emission. This sector within the SSC is relatively new (2023-2025), and it was established by General Directorate of Energy Affairs (MENR) in relation to Türkiye’s embracement of climate-neutrality goals by 2053 at COP27. Through energy planning & modelling, Türkiye will be able to utilize its renewable resources for transition to a sustainable economic model.
